Foreign Surgical and Medical Missions (FSMM) in the Philippines is one of the developmental activities being undertaken by overseas Filipinos and other nationalities.

The FSMMs are activities where medical interventions and/or surgical services are provided to selected underserved areas and communities in partnership with local institutions/hospitals, local government units, and other medical societies. These are conducted as professional humanitarian endeavors to assist in the delivery of health care services at no cost to the beneficiaries and not for political patronage.  It provides a venue by which medical practitioners can share their talents and expertise to indigent communities in the country.

The conduct of FSMM in the Philippines is usually a one-time activity, through which they provide medical services and/or surgical procedures with specialized services like dental, eye care or cleft palate surgeries for free.

PROCEDURES FOR

FOREIGN SURGICAL & MEDICAL MISSIONS

  1. The Foreign Surgical and Medical Mission (FSMM) Team/local host/partner institution submits letter of intent of the Foreign Surgical and Medical Mission  at least four (4) months before the mission. The intent letter should specify the type of mission, date of mission, and venue of the mission.

  2. The FSMM Team/local partner/host institution submits the following required documents of the members of the FSMM team applying for Special Temporary Permit (STP) with the Professional Regulation Commission:
  • Duly accomplished and notarized Application Form (copy attached or application forms may be downloaded from the website of the Professional Regulation Commission (PRC) at http://www.prc.gov.ph)
  • Letter request addressed to PRC for the issuance of Special Temporary Permit to the foreign professional for the conduct of humanitarian mission with the undertaking that no fees will be charged. The letter must indicate the venue and the specific date of the humanitarian mission.
  • Authenticated copy of the applicant’s valid passport as proof of citizenship and proof of entry in the Philippines
  • Authenticated copy of the valid professional license issued by the country of origin with official English translation thereof where necessary

Important: PRC will only process application upon completion of said documents and will take a lead time of 10 working days

  1. Upon receipt of all documents, the International Affairs Division (IAD) - PRC assesses the completeness of the documentary requirements and endorsed within three (3) working days to the PRC Board of Medicine.

  2. The PRC Board of Medicine acts upon the application within three (3) working days and promulgate Board Resolution for the approval of the issuance of the STP for signature of the PRC Chairperson.

  3. The PRC approves the issuance of STP in no more than three (3) working days upon receipt of the Board Resolution.

  4. The FSMM/local partner/coordinator pays the amount of PhP1,250.00 (per applicant) for the Special Temporary Permit and must be made directly to the PRC upon approval/issuance of said permit to the missioners or through its authorized representative.

  5. The FSMM conducts the medical/surgical/dental mission to the identified area(s).

  6. The head of the FSMM/local partner/coordinator submits to the hospital director/DOH representative post-mission report to within 15 working days after the mission. The post-mission report should contain the following minimum basic information:

•     Number and ages of cases seen

•     Diagnosis of patients

•     List of medicines distributed and surgical interventions done

•     Endorsements to the necessary health facilities (follow-up, further

      evaluation and management)

•     Morbidities and mortalities, if any

The Adopt-A-Scholar program was launched in 1996 and operates by generating contributions from overseas Filipino communities/organizations for individual sponsorships of economically disadvantaged but scholastically deserving students in colleges and universities in the Philippines. It offers an opportunity for associations or individuals abroad to establish scholarship grants or endowment funds in identified public schools/colleges or to provide financial assistance to disadvantaged but scholastically qualified students.

The scholarships enable beneficiaries to complete a regular four or five year college degree course or alternatively, a technical/vocational course. However, the donor/sponsor may choose the educational institution to host the scholarship if they intend to do so. All sponsorships/grants shall be covered by a specific agreement between the donor, the host institution, and the CFO.

Sponsoring Filipino associations/individuals overseas may provide funding assistance to the scholar through the following means:

1. Endowment Fund - Sponsors will provide an initial fund to be accounted in the depository bank of the host institution. Only the interest of this deposit will be used to defray the costs of the scholarship. After the graduation of the beneficiary, the scholarship grant can be awarded to another qualified student; or

2. Regular Allocation - The sponsor will provide financial assistance either on a semestral or annual basis, or provide the lump-sum equivalent of the cost of completing the course of study, payable to the depository bank of the host institution or to be turned over to the host institution’s representative.
